A conference of Spanish and Portuguese congregations in Great Britain to consider ways and means of establishing a Jewish mission to the Marranos, was convoked by the Anglo-Jewish Association, one of the leading Jewish bodies in England.

This decision was taken as a result of the report of Mr. Lucien Wolf, secretary of the Joint Foreign Committee, who proposed the establishment of such a mission following his return from Portugal.
