Congressman Sabath of Chicago has introduced a bill dispensing with the necessity of amendment by aliens of their declarations of intention when a change has occurred in the sovereignty of territories, as is now required.

Situations have frequently arisen in the case of aliens of various nationalities including Hungarians, Czecho-Slovaks, Transylvanians and others, who, as a result of the war came under different sovereignties. Under Congressman Sabath’s bill the original renunciation of allegiance from the sovereignty at the time of the alien’s declaration of intention will be sufficient and no amendment would be required.
