The main difficulty in the way of the Zionist Congress ratifying the Agency pact, writes the “Near East and India Magazine,” is the unwillingness of non-Zionists to accept the provision that should one of the parties withdraw from the Council of the Agency the Zionist Organization automatically reassumes the responsibilities. Further, the non-Zionists wish that the Agency executives be transferred to Palestine, which European Zionists regard as tending to reduce the Zionist movement to a Palestine philanthropy, the magazine writes.
A very possible sharp divergence of views of European and American Jews on the Jewish Agency, is seen by the writer of the article. Since America will provide most of the new money, from the American Jewish viewpoint it is only right that the new views will be very fully and sympathetically considered. However, if they go to impossible lengths in damaging the Zionist ideal, manifestly the plan for the Agency will break down and the Zionist Organization will resume its role as the representative of the Jewish people, the British magazine declares.
