Negotiations over the site of the World Zionist Congress which will be held in August, have not yet been concluded. In spite of assurances that delegates to the convention would be free from disturbances if the sessions were held at Carlsbad, it is feared incidents might be started by German Nazis. On the other hand, if the Congress were held in Western Europe, a majority of the Eastern European delegates would have to traverse Germany, which is considered undesirable.
Negotiations between Zionist officials and the German relief committee headed by Lionel and Anthony Rothschild, leading to a merger of the two relief appeals in England, broken off last week, have been resumed.
