Report Reich Withholding Passports from Jews

The Times reported yesterday from Berlin that the practice of withholding emigration passports from Jews, long prevalent in Bavaria, was becoming general under a new police order because the Nazis wished to prevent further outflow of capital, also to prevent information reaching abroad of worsening conditions in Germany.
