Dr. Kurt Peiser, who assumed the post of Director of Development of the University of Pennsylvania last January, was today named a vice president of the University. Prior to joining the University staff, Dr. Peiser was for 12 years director of the Federation of Jewish Charities and the Allied Jewish Appeal of this city.
