Sen. Irving M. Ives, Republican candidate for Governor of New York, and Rep. Jacob K. Javits, Republican candidate for Attorney General of the state, have appealed to Secretary of State John Foster Dulles to ban arms shipments by the United States to the Arab States until a Near Eastern security agreement, including Israel, is concluded. They revealed last night that the appeal had been made Tuesday.
They told Mr. Dulles that the proposed omission of Israel from a regional defense arrangement was a “grave matter” in view of the Arabs’ insistence that they are still at war with Israel. Citing Arab border attacks, boycott and blockade against Israel, the Republican candidates said that Israel deserves the utmost consideration from the U. S. They suggested beside the arms ban on states claiming hostility to Israel and conclusion of a regional pact including both the Arabs and Israel, that the U.S. reaffirm the inviolability of borders in the Near East and its support of development of the Near East.
