France is concerned over the Egyptian-Syrian federation, a Foreign Ministry spokesman admitted here today. Observers believe that France is particularly concerned with the implications for the security of Israel and Lebanon.

Asserting that it was too early for the French Government to decide what it should do about the development, the spokesman said that it was worried by the possibility that the union would result in territorial changes. He revealed that France was consulting its allies about the new situation.
