Secretary of State Henry A. Kissinger returned this week from a seven-day. seven country Mideast trip. While visiting Israel. Egypt, Jordan. Syria, Saudi Arabia, Algeria and Morocco, the Secretary exuded a somewhat guarded optimism that he was able to get the deadlocked Israeli-Arab talks unglued. But since returning to Washington the usually loquacious diplomat has been strangely reticent about what, if any, achievements he made during his trip.
