A Gaza businessman chosen by Palestine Liberation Organization Chairman Yasser Arafat to form a Gaza City Council said he would head the panel only if it includes all Palestinian factions, including the fundamentalist Hamas.
The council would be the first such entity in a decade.
Gaza City has been administered by the Israelis since they deposed Mayor Rashad al-Shawaa, Mansour al-Shawaa’s late father, some 10 years ago.
