Egyptian officials said they will participate when multilateral talks on Middle East issues resume Feb. 1 in Moscow. They said they are willing to join the discussions, which focus on arms control, economic cooperation, the environment, refugees and water shortages, because of the resumption of Israeli-Syrian negotiations and recent progress in Israel’s talks with the Palestinian Authority.
