The head of a commission that spent three years probing dormant Swiss bank accounts from the Holocaust era is complaining that the banks are not following his recommendations. Paul Volcker also reportedly complained to a U.S. judge overseeing a $1.25 billion settlement involving the banks that they are unwilling to include all the accounts from that period in a central data base.
