An Israeli government panel recommended that a sunken roadway be built as a safe-passage route linking the Gaza Strip and West Bank instead of a proposed elevated highway. The Israeli daily Ha’aretz reported that an elevated road would cost an estimated $800 million to $1.25 billion, compared to an estimated $250 million to $300 million for a sunken road.
