Israel passed its 2004 budget. Voting on the budget was delayed slightly Wednesday after claims that a plan to transfer $10 million to the National Religious Party for use in yeshivas and settlements was kept secret. Debate over the roughly $60 billion budget had centered on Finance Minister Benjamin Netanyahu’s austerity program.
