A bill that would severely restrict assistance to the Palestinians is guaranteed passage in both houses of Congress. The Palestinian Anti-Terrorism Act had garnered 274 of the 435 members of the U.S. House of Representatives as cosponsors by the end of last week, and 80 of 100 senators. Signing on as a co-sponsor commits a legislator to vote for the act.
