A commission of 11 nations agreed to open a major Holocaust-era archive. Representatives of the countries that oversee the former Nazi files in Bad Arolsen, Germany, agreed Tuesday to allow access to historians and researchers. The archive contains 50 million files and is administered by the Red Cross.
