A team of E.U. officials is observing the implementation of a fragile Israeli-Palestinian cease-fire. The four-member team has visited a variety of flashpoints between Israeli troops and Palestinian gunmen in the West Bank and Gaza Strip. Swedish Prime Minister Goran Persson said Tuesday that the European Union had coordinated the placement of the observers with Israeli Foreign Minister Shimon Peres, following reports that there had been no coordination with Israel.
