Allan E. Gottlieb, Deputy Minister of Manpower and immigration for several years, was appointed Thursday as Undersecretary of State for External Affairs, the second highest post in the Ministry. He joined the Canadian foreign service in 1957. In June, 1967 he was appointed Assistant Undersecretary of State for External Affairs and legal advisor.
