An Israeli Supreme Court justice rejected a request to hear an appeal of a decision not to extradite a Maryland teen-ager accused of committing a murder last year in the United States. Sunday’s decision paves the way for Samuel Sheinbein, 18, who fled to Israel after the murder, to be tried in the Jewish state.
