Israel was warned here today that as a consequence of her lightning victory over the Arab states last June, she will face in the future “all the problems of a multi-racial society in which the minority group is potentially hostile and sustained by powerful supporters beyond the frontier.”

The warning was contained in a special report by the Institute for Strategic Studies, to be published tomorrow, which asserts that while Israel’s military victory eliminated many points in dispute over the past twenty years, Israel will never again be the almost homogeneous state that its Zionist founders envisioned.

Whatever settlement is made on the west bank, the report says, Arabs are likely in the future to make up at least a quarter of Israel’s population. If the Arab states learned anything from their defeat “it should be the folly of challenging Israel to the kind of war which only fully developed societies can effectively fight,” the report states and warns that terrorism and salvage will increase.

Israel’s future security will depend on her ability to solve these problems, the report says, adding that “if Israeli statesmanship does not match up to her military achievements, her victories, like so many victories in the past may bear very bitter fruit.”
