The Damascus radio broadcast to Europe an attack against the mission of President Eisenhower’s special envoy, Eric Johnston, who is seeking to bring about regional water cooperation in the Middle East, it was reported here. The broadcast was in the English language.

The broadcast said that “under the guise of a purely technical report, the Johnston plan conceals in reality a political program for a partial if not a complete solution of the Palestine problem.” It was stressed that the Arabs feel that a political solution must precede an economic one.
