Sir Herbert Emerson, League of Nations High commissioner for Refugees and director of the Intergovernmental Committee on Refugees, and ex-Premier Paul van Zeeland of Belgium, president of the Coordinating Foundation to facilitate emigration from Germany, will attend the White House conference of the Intergovernmental Committee on Oct. 16 and 17, it was announced today by Robert Pell, State Department technical advisor on refugee problems.

It had been previously announced that Lord Winterton, chairman of the Intergovernmental Committee, would come to Washington. The State Department could not say when the British, French and Belgian delegates would sail, and it was intimated that no announcement would be made of their sailing because of the war conditions.

Secretary of State Cordell Hull stated through the State Department press section that the conference definitely would be held and that in all probability its actions would be strengthened by the presence of Emerson and van Zeeland.
