The Ministerial Council of the Central Treaty Organization, meeting here last night, expressed “its deep concern over the violence and recent deterioration” which is posing a threat to the entire security of the Middle East. The Council declared its earnest desire that the violence “should be brought to an immediate end in accordance with the letter and spirit of the United Nations Security Council resolutions.”

At a press conference following the CENTO meetings, Secretary of State Dean Rusk confirmed that extensive discussion of Middle East problems had taken place, but declined to go into details. He only referred to the discussions as a “far-ranging exchange of views.”

However, it was known that R.A.Butler, Foreign Secretary of Britain, had told a secret meeting of the Foreign Ministers attending the parley that both the Soviet Union and Communist China are exploiting the Arab-Israel dispute. He was reported saying that both Communist governments are taking the Arab side against Israel, charging that the U.S. Government in pro-Israel.
