Israel never agreed to return the Golan Heights to Syria during peace talks suspended in 1996, a State Department official said. “Nothing is agreed till everything is agreed, and there were no agreements in this area,” the official said. The comment came amid repeated Syrian assertions that Israel agreed to withdraw from the Golan Heights to the border that existed before the 1967 Six-Day War. Israel has insistently stated that no such agreement was reached.
