Codification of the immigrant and naturalization laws should be undertaken in the near future in order to bring about the clarification of a series of statutes developed slowly over a long period of years. Representative Johnson, chairman of the House Committee on Immigration and Naturalization, declared here. The laws are highly technical, involved, and confusing to the lay mind, Mr. Johnson said. A statement of them should be made without delay.
