Kofi Annan chided the new United Nations human rights agency for focusing too much on Israel’s treatment of the Palestinians. The outgoing U.N. secretary-general said in a statement to the third session of the Human Rights Council in Geneva on Wednesday that its attentions would be better invested in major humanitarian crises such as Darfur.
