Colonial Secretary Malcolm MacDonald consulted Prime Minister Neville Chamberlain this morning preliminary to flying to Geneva tomorrow to present to the League of Nations Mandates Commission on Wednesday Britain’s report for 1938 as mandatory power in Palestine and her new Holy Land policy.

Official circles emphasize that in the Government’s view, no authority from the League is required to implement the policy and the Government will not await the Mandates Commission’s report to the League Council. The Palestine High Commissioner has already been authorized to issue a new ordinance governing land sales and is now studying the country’s absorptive capacity to determine new immigration quotas.
