League of Nations aid for German refugees was forecast today as the Council had under consideration the reports of the High Commissioner for Refugees and the Nasen International Office.
Sir Neill Malcolm, of England, provisional Refugee High Commissioner, recommended continuation of his office until 1938 and reconsideration of the problem by the Assembly at that time.
Michael Hanssen of Norway reported for the Nansen Office, which deals with de-nationalized and stateless persons.
Meanwhile, a subcommittee on refugees appointed by the Assembly with Giuseppe Motta of Switzerland as chairman, heard M. Grunach of France report that his country had adopted measures giving refugees legal status, creating a mixed advisory commission on refugees and issuing labor permits to the expatriates.
A conference of private organizations interested in refugee relief, convoked by the Council for German Jewry, a body organized by American and British Jews, appointed Dr. Nahum Goldmann, Geneva, representative of the Jewish Agency for Palestine, Norman Bentwich of London and M. Zambert of France to draft a memorandum to League officials on a new organization of the High Commission.
Dr. Goldmann was received by Foreign Minister Krofta of Czechoslovakia and later by Foreign Minister Antonescu of Rumania, discussing with both of them the refugee question and the situation in Palestine.
High Commissioner Malcolm’s report reviewed the entire refugee situation, surveyed measures taken hitherto to ameliorate their condition and recommended reconsideration of the problem at the September, 1938, meeting of the Assembly with appointment of a High Commissioner until then.
The future activities of the new High Commissioner, according to his proposals, are:
1- Improve the juridical status of refugees.
2- Advance concrete emigration and settlement plans with the aid of private refuges organizations.
3- Promote and coordinate private organizations.
4- Submit proposals for the future to the Assembly in 1938.
Sir Neill also asked adoption of a $24,250 budget for the High Commission.
