Mayor Oved Ben Ami of Nathanya and the Mayor of Leningrad clashed here last night at a meeting of the executive committee of the International Federation of Twin Cities attended by delegates from 14 countries. Later the Israeli and a member of the Soviet delegation reached a compromise on the text of a resolution adopted by the Federation. Middle East politics were introduced to the proceedings by Leningrad’s Mayor who urged the Federation to take a stand on the return of Palestinian refugees to their homes and against the occupation of territory belonging to other nations. Mayor Ben Ami protested that the meeting was intended to promote peace and brotherhood, He asked whether the Federation, which hopes for a united Berlin, was going to advocate a re-division of Jerusalem. The compromise resolution spoke about the need to ease the suffering of populations as a result of the wars in Vietnam and the Middle East. The reference to the Palestinian refugees was eliminated.
