The New York City Board of Education and the United Parents Association have formed an institute to study problems of interracial and intercultural relations confronting both teachers and parents, it was announced here today.

According to the planning committee, the aim of the institute is “to clarify our thinking concerning the special educational needs of the children of minority groups, to help us understand the nature of the tensions and relationships between groups in American life, and to articulate the role that education might play in helping to unify the American people.”
