Harry Snell’s remarks actually constitute a second report that comes from a different world and conception, says the “Evening Express,” commenting on the Inquiry Commission’s report. The “Express” is of the opinion that the British government will finally accept the Lord Balfour-General Smuts-Lloyd George proposal for a royal commission, since the present commission overstepped its competence.
