— The army has announced a public call-up exercise of reserve soldiers and made it known well in advance to avoid misinterpretation by Arab countries. Under Israel’s “open” call-up system, passwords known to members of the various units are broadcast by radio, television and in the press. The men so notified report immediately to their units. The call-up will be for a few hours, to test the efficiency of the system. In all such exercises care is taken to ensure that the Arab states know it is an exercise only, and not a real mobilization.
