The Palestinian Authority criticized U.S. legislators for passing a bill that would impose stiff measures on the self-rule government should Yasser Arafat unilaterally declare a state. “This step represents a clear bias towards the Israeli side,” the Information Ministry said. The House of Representatives voted Wednesday to approve the bill that would sever all but humanitarian aid if Arafat made the declaration.
