The U.S. State Department said it is examining an $800 million agreement between Royal Dutch/Shell and Iranian National Oil Co. to see if the United States could impose sanctions on the British-Dutch firm under a 1996 law. The 1996 Iran-Libya Sanctions Act, lobbied for by Jewish groups, allows the president to impose sanctions on companies that invest $40 million or more a year in the oil or gas industries of Iran and Libya.
