Victor Louis, the Soviet journalist reputed to have special Kremlin connections, said today that he would like to meet Foreign Minister Abba Eban. but he declined to comment on any political subject.

Louis arrived here today with his wife to attend the final session of the 22nd Congress of the International Press Institute.

The last time he was in Israel, a year ago, Louis met with Simcha Dinitz, then Premier Golda Mer’s political advisor and now Israel’s Ambassador to the U.S. That meeting sparked rumors, later denied, that he was an unofficial envoy who had come to talk about a resumption of diplomatic relations between Israel and the USSR.
