West German officials said that the European allies have dropped plans to press for changes in Security Council Resolution 242 at this time and therefore President Carter’s warning that the U.S. would veto such a move was apparently based on a misunderstanding. The unofficial reaction to Carter’s statements over the weekend was made at a briefing for German reporters in Bonn Monday.
