Islamic Jihad officials said they would no longer abide by a deal to halt attacks on Israel. After agreeing last month to a demand by Palestinian Authority President Yasser Arafat to halt such attacks, the officials said they would “not necessarily” resume the attacks, but added, “There is no justification to keep our hands tied behind our backs.”
