The government is expected to agree to a Histadrut-initiated economic emergency plan that would freeze wages, prices and taxes for a three-month period in an effort to avert a wave of crippling strikes by public employees. The plan was presented during a protracted meeting Thursday between Premier Yitzhak Rabin and his advisors and top Histadrut officials headed by secretary general Yeruham Meshel. But the freeze has run into opposition from the Manufacturers Association. Strong opposition can also be expected in the Knesset where the government no longer has a majority.
