The Reform movement’s policy arm complained to the FBI about the policy of counting mosques in an area to determine the potential terrorist threat. In a letter to FBI Director Robert Mueller, Reform leaders argued that it is “wrong to associate the practice of Islam with terrorism” and view mosques as potential sources of terrorist activity.
