Israel’s Knesset gave preliminary approval to two bills that may make it harder for Prime Minister Ehud Barak to pursue his peace policies. One of the bills bars Palestinian refugees from returning to Israel under any future peace agreement. The other bars any changes in the status of Jerusalem without the support of 61 legislators.
